In general, I had the same starting point when drafting my report:

Commission proposal is a good basis, but most important improvements:

-shortening phase-out of free allowances
-establishing clear timeline for expanding scope
-EU CBAM authority

Must see from @Europarl_EN today: @MChahim defending his #CBAM proposal: "In one or two decades, I envision an #industry that's decarbonised, state of the art, leading production worldwide. Not one that needs heavy subsidies to survive". Because that's what "free allowances" are.

@DavidKleimann @AmyPorges @kaat_bots @bensonel @CSIS_Trade I finally had the chance to listen to the podcast. My position is that non-picking measures will be reflected in the number of CBAM-certificates needed. Moreover, similarly the CO2 price paid in a country is subtracted from the EU ETS price (in case it’s lower).

@timbales @CarbonMrktWatch @Sam__Vdp How can you call it a cash cow when the ultimate goal is that trading partners have their own carbon pricing policies? + revenues will not be spend on EU industries.

What about for example Turkey's new climate ambition during COP26? no possible link with CBAM?

@d_le_nen As I told the FT: Climate club should be on top of CBAM. If you have clear implicit carbon policies, this will be reflected in the number of CBAM certificates that you will need to pay. But no exemption should be granted on the grounds of implicit carbon costs.

@RodrigoPupo3 We should not use CBAM revenues for this. Revenues from EU ETS are and will be used for this. (E.g. Innovation Fund)

We need to avoid CBAM affecting LDC’s disproportionally. Direct exemptions would however be the wrong signal.

We need to support decarbonisation in LDC’s. The Union needs to provide financial support for this.

The CBAM should foster cooperation rather than confrontation with our trade partners. 🤝

It should however be very clear, that only trade partners with explicit carbon pricing policies in place can be exempt from CBAM.

We need to avoid CBAM affecting LDC’s disproportionally. Direct exemptions would however be the wrong signal.

We need to support decarbonisation in LDC’s. The Union needs to provide financial support for this.

I therefore suggest to shorten the transitional phase from 3 to 2 years.

The CBAM factor (to reduce free allowances) will start after the pilot phase, and shall be equal to 90 % in 2025, 70 % in 2026, 40% in 2027, and will reach 0% by the end of 2028.

Given the current climate emergency, we need a speedier phase-in of CBAM and a speedier phase-out of free allowances.

Guaranteeing free allowances until 2036 is not in line with the Union’s 2030 climate objectives. ❌

The Commission proposal is an excellent starting point, but I see room for improvement in several areas.

@vanHijum @EU_Commission @EPPGroup Door ETS1, CBAM, sancties op non-respect ESR, plastic tax, heffing op vliegtickets - opties genoeg. Maar wat door de mensen wordt opgebracht bij transport & housing moet ook daarheen voor betere isolatie, groene mobiliteit etc. Voor de EVP in het EP een belangrijk principe.

Samen hebben we daar veel meer invloed op. Een CBAM in Nederland zal weinig internationaal effect hebben. Maar als je handelt als de Europese markt in zijn geheel, dan zie je dat andere landen veel sneller mee gaan doen

Ook het invoeren van een koolstofheffing van de grens (CBAM) is positief.

Goed dat de Commissie stelt dat dit een alternatief is voor gratis uitstootrechten.

Het uitfaseren van deze gratis uitstootrechten moet wel echt sneller! Daar ga ik in het @Europarl_NL aan werken. 💪

Clear signal by @EPPGroup and fellow MEPs: we must work towards an effective #CBAM to reach our climate goals and ensure fair competition with a level playing field. However, the abolition of free allowances is premature. Glad to see so many colleagues agree.

Vandaag heeft het #EUParlement een serieuze stap gezet in de richting van het "CBAM":
Een nieuwe #EU-klimaatbelasting op importproducten. Goed voor de portemonnee van Brussel. Slecht voor de koopkracht van Nederlanders, want de heffing zal aan u worden doorberekend. #JA21
